What small pet insurance covers

Small pet insurance is health insurance for small mammals, birds and reptiles. It reimburses the veterinary costs that follow an illness or an accident: surgery including the preparatory examination, treatment, laboratory and imaging diagnostics such as X-ray or ultrasound, after-care, medically necessary medication, and boarding and feeding during a clinic stay. Bills are reimbursed up to the rate of the German veterinary fee schedule (GOT) agreed in the policy and up to the agreed annual maximum.

Cleos Welt sells the product as small pet health insurance. The product information sheet also describes a surgery-only variant that pays for operations with their pre- and after-care but not for treatment or diagnostics without surgery. For small pets the health cover is the more sensible choice, because the typical cases (tooth corrections, bladder stones, respiratory disease, egg binding) often need no classic operation and still get expensive. Which animals can be insured

Small mammals

Rabbits, guinea pigs, hamsters, rats, mice, ferrets, chinchillas and degus. For rabbits, guinea pigs and ferrets Cleos Welt runs dedicated product pages with species-specific premiums.

Birds

Parrots, finches, chickens and pigeons. For birds, egg binding is covered as a specific condition, and beak treatment is included in all tariffs according to the product page.

Reptiles

Tortoises and turtles, geckos, chameleons, monitor lizards, agamas and snakes. Here the contract requires species-appropriate husbandry, for instance temperature and hibernation, as a duty of the policyholder.

The audience is large: according to the pet study by ZZF and IVH, around 4.4 million small animals such as rabbits, guinea pigs, hamsters and mice lived in 5 percent of German households in 2025, plus 3.3 million ornamental birds in 3 percent and 1.0 million terrariums in 2 percent of households. Even so, only a few insurers offer health cover for these animals at all.

What vet visits cost for small pets

The revised German veterinary fee schedule (GOT) has applied since 22 November 2022. It sets a range from the single to the triple rate, which the practice uses depending on the medical effort; in emergency service up to four times the rate is permitted. For small pets this means: a dental check with correction of the cheek teeth under sedation costs between 150 and 300 EUR for guinea pigs and rabbits, a bladder stone operation including anaesthesia, diagnostics and after-care 400 to 800 EUR, and a general anaesthetic with inhalation and monitoring adds 80 to 150 EUR.

Set these amounts against the premium: the cheapest Cleos Welt small pet tariff costs 6.99 EUR a month, just under 84 EUR a year. A single tooth correction can cost several times that, and in rabbits and guinea pigs the procedure often repeats because their teeth keep growing for life. Precisely because a single animal costs little to buy, a four-figure vet bill often catches owners unprepared.[2]

Basis

The entry prices apply to the cheapest species. Depending on the animal the premium is considerably higher: for parrots the product page quotes 10.49, 17.49 and 20.99 EUR, for guinea pigs 20.99, 31.49 and 34.99 EUR and for rabbits 34.99, 48.99 and 62.99 EUR a month (Basis, Standard, Rundum; as of July 2026). For small mammals a dental add-on can be booked that covers tooth extractions and corrections up to 500 EUR a year and dental prevention up to 200 EUR; it costs from 15 EUR (guinea pigs) or 20 EUR (rabbits) a month. Waiting periods, exclusions and duties

General waiting period

30 days from the start of cover. Treatment for illnesses that occur or become known in this period is not insured.

Specific conditions

6 months waiting period for operations due to egg binding, ear infection (otitis) and tooth misalignment (malocclusion), and for conditions unknown before the contract and congenital malformations. If the condition appears during the waiting period but is treated afterwards, cover applies.

No waiting period

Accidents, for example a fall or a traffic accident, are insured from day one. The 6-month period for specific conditions still applies.

Not insured are pre-existing conditions and all treatments begun or recommended by a vet before the contract, preventive check-ups, vaccinations and parasite products (unless agreed as an add-on), neutering and spaying without a separate agreement, routine dental work in mammals without the dental add-on, travel and transport costs, certificates and reports, microchipping, and the emergency service fee when no operation follows. Consequences of war, earthquake, flood, epidemics and pandemics are excluded as well. As policyholder you take on duties: vet-recommended vaccinations and preventive measures must be carried out, the animals must be kept in a species-appropriate way, and in a claim you must provide complete information and invoices itemised under the GOT. If these duties are breached intentionally the insurer may refuse payment; for gross negligence it may reduce it. Switching does not cost you the waiting period: If a contract with comparable scope was in place immediately before, including with Cleos Welt itself, its term counts towards the waiting period, provided the previous insurer did not cancel.

Especially important for rabbit owners

Rabbit teeth grow for life. If they do not wear evenly, malocclusion develops, and tooth correction under anaesthesia is one of the most common procedures in rabbits. With Cleos Welt the operation for malocclusion is covered as a specific condition after a 6-month waiting period; routine tooth trimming, extractions and dental prevention are covered only by the dental add-on (from 20 EUR a month, 500 EUR for extractions and corrections plus 200 EUR dental prevention a year). Two exclusions apply to rabbits only. First: examination and treatment of myxomatosis and RHD (rabbit haemorrhagic disease) are insured only if vaccination is proven by an international vaccination certificate. The German standing veterinary vaccination commission (StIKo Vet) classifies both as core vaccinations and recommends an annual booster, for RHD2 every six months in high-risk areas. Second: damage caused by Encephalitozoon cuniculi (E. cuniculi) is insured only if the animal tested negative no more than one year before the start of cover. Having the test done before signing closes that gap. The contract also explicitly requires rabbits to be kept in line with section 35 of the German animal welfare livestock husbandry ordinance (TierSchNutztV).

Especially important for bird and reptile owners

In female birds and reptiles egg binding is the typical emergency: the egg gets stuck in the oviduct or cloaca and has to be removed by a vet, often surgically. This operation including diagnostics and after-care is covered after a 6-month waiting period. Beak treatment is included in all tariffs according to the product page, while purely cosmetic tooth and beak trimming is not reimbursed. For reptiles the contract ties cover to species-appropriate husbandry: housing, temperature, hibernation periods and the number of animals kept together must suit the species. Liability cover for venomous animals or large reptiles is not part of the health insurance; Cleos Welt offers it separately, see exotic pet insurance.

Premium, age adjustment and cancellation

The premium is paid monthly, quarterly, half-yearly or yearly by direct debit. To reflect the animal's increasing age, the premium rises by 3 percent every year; this mechanism is fixed in the contract and does not trigger a special right of cancellation. A further adjustment after a recalculation of claims and cost trends is possible once per calendar year and then entitles you to cancel within one month.

You can cancel monthly with 14 days' notice regardless of the agreed term, in text form or via the customer portal. If the animal dies, the contract ends and the insurer is owed the premium only up to that date. Abroad, cover applies for up to 12 months, reimbursed at most under the German GOT. If Cleos Welt improves the terms without raising the premium, the new terms apply automatically to existing contracts (update guarantee), and if it is unclear whether a claim falls under the previous or the new contract, the insurer pays in advance (advance payment guarantee).
