Do you rely on a vehicle because of a health impairment in order to get to your workplace? The pension insurance vehicle assistance can support you with up to €22,000. Find out here how you can make use of this important benefit for participation in working life.

The topic in brief and concise terms

The pension insurance scheme's vehicle assistance can amount to up to €22,000 for the purchase of a car and supports disability-related modifications as well as obtaining a driving licence.

A prerequisite is a permanent need for a motor vehicle for the journey to work/training; the application must be submitted before purchase.

The amount of the grant is often dependent on income, however alterations can be financed regardless of income.

Quick Facts: Vehicle assistance from the pension insurance at a glance

Motor vehicle assistance is a benefit that supports participation in working life. It provides financial support if you need a vehicle because of a disability. The maximum funding amount for purchasing a car is EUR 22,000. Costs for additional equipment required due to a disability may also be covered. The application must be submitted before the purchase or conversion to the responsible rehabilitation provider, often the German Pension Insurance.

Practical section: requirements and application process for vehicle assistance

To receive vehicle assistance, you must be permanently dependent on a vehicle to reach your place of work or training. This applies to employees, trainees and, in some cases, also to students. The necessity must be certified by a doctor. The amount of the grant for purchasing a vehicle depends on income; for single applicants, partial funding may be possible up to a net income of EUR 2,470. Costs for necessary modifications, such as an automatic transmission or power steering, are often covered независимо of income. The application process requires various supporting documents and should be started early, as reimbursement after the fact is usually excluded. The German Pension Insurance provides an appropriate vehicle assistance application pack for this purpose.

The following steps are usually involved in submitting an application:

  • Obtain medical certificates confirming the necessity.

  • Obtain cost estimates for the vehicle or modifications.

  • Complete the application form (e.g. G 0100 from the Pension Insurance).

  • Submit all documents to the responsible provider.

  • Wait for approval before signing the contract.

Processing can take several weeks. Careful preparation will significantly speed up the procedure.

Expert depth: legal foundations and responsible bodies

The legal basis for vehicle assistance is the Motor Vehicle Assistance Regulation (KfzHV) and the Ninth Book of the Social Code (SGB IX), in particular Section 83, „Mobility benefits“. These regulations define the eligibility requirements and scope of benefits. Our expert tip: Clarify responsibility at an early stage. In addition to the German Pension Insurance, the statutory accident insurance (for example following a commuting accident), the Employment Agency (often where there are fewer than fifteen years of pension contributions), bodies responsible for war victims’ welfare or the social welfare office may also be responsible. Pension insurance is usually the right point of contact when at least fifteen years of pension-law qualifying periods have been completed. If there is any uncertainty, the agency contacted first will forward the application to the correct body. For special vehicles or modifications, a higher amount than the usual €22,000 may be taken into account in individual cases. Also find out about options for private provision to close financial gaps.

Vehicle purchase and conversion: What is subsidised?

Pension insurance vehicle assistance covers various areas to help ensure your mobility. Funding is available for the purchase of a new or used car. For used cars, there is often the condition that the vehicle still retains at least half its new value. The assumption of costs for disability-related additional equipment is usually independent of income. This includes, for example:

  • Installation of an automatic transmission.

  • Adaptation of pedals or steering.

  • Installation of swivel seats or loading aids for wheelchairs.

  • Costs for the technical inspection and repair of this additional equipment.

The purchase of a driving licence can also be subsidised, although the amount here again depends on income. With a net monthly income of up to €1,320, the grant can cover the full driving licence costs. It is important to submit all cost estimates in advance and wait for approval. A suitable motor vehicle liability insurance is essential after purchase.

Income limits and calculation of the grant amount

The level of financial support for purchasing a vehicle through the pension insurance's vehicle assistance scheme is graduated and depends on your net income. There are certain income thresholds up to which the full grant of up to EUR 22,000 can be awarded. If your income exceeds these thresholds, the grant is reduced gradually or may be withdrawn altogether. For single people, the threshold for at least partial support is a monthly net income of, for example, EUR 2,470, in which case a grant of EUR 3,520 may still be possible. The exact amounts and income thresholds are adjusted regularly. The calculation is based on the average net income over the previous twelve months. As a rule, this income test does not apply to the cost coverage of disability-related modifications and additional equipment; these are often covered in full. A private pension insurance policy can be a useful addition to statutory protection.

Alternative and supplementary services for mobility

Not always is the vehicle assistance from the pension insurance the only or the right solution. There are alternatives and supplementary forms of support. If reasonable alternatives such as car-sharing or a company shuttle bus are available, a vehicle grant may not be awarded. The providers assess the need for a private vehicle very carefully. In some cases, transport costs can also be covered as an alternative to purchasing a private car. For people with severe disabilities, there are also often discounts of up to thirty per cent when buying a new car directly from the vehicle manufacturers. These discounts are independent of vehicle assistance. Also check any claims against statutory accident insurance if the disability is the result of an accident at work or on the way to or from work. This can also provide mobility benefits. Remember to insure your vehicle comprehensively, for example with a comprehensive insurance policy.

Important aspects of motor vehicle insurance for converted vehicles

Important aspects of motor vehicle insurance for converted vehicles

If you own a vehicle that has been modified with the help of the pension insurance scheme’s vehicle assistance, there are special points to note regarding motor insurance. Special modifications such as hand controls or wheelchair lifts increase the vehicle’s value. These special fittings must be reported to the insurer without fail. Only then is it ensured that they are also fully covered in the event of a claim. Many insurers include special fittings free of charge up to a certain value; any value above that must be insured explicitly. When submitting your application, provide evidence of the value of the modifications. There are no special discounts for people with severe disabilities in motor insurance itself, as the vehicle and not the policyholder is insured, but correct declaration of the modifications protects against underinsurance. This is an important point that is often overlooked.

Avoid common mistakes and seize opportunities

When applying for vehicle assistance through the statutory pension insurance scheme, mistakes can delay the process or lead to a rejection notice. A common mistake is buying or modifying the vehicle before official approval; this usually results in the loss of entitlement. Incomplete application documents are another reason for delays. Make sure that all medical certificates and cost estimates are up to date and complete. Do not underestimate the possibility of also receiving funding for a used car, provided it still has a reasonable value (often at least fifty per cent of the new value). Take advantage of the advisory services offered by rehabilitation providers or social welfare organisations to ensure you are optimally prepared. Also bear in mind that vehicle assistance is a benefit for participation in working life and that occupational necessity is the key consideration. Transferring car insurance to a child is a separate issue and has no direct connection to vehicle assistance.

FAQ

What is the difference between motor vehicle assistance and a private accident pension?

Motor vehicle assistance is a purpose-bound benefit provided by rehabilitation providers (e.g. pension insurance) to support participation in working life. A private accident pension, by contrast, is a benefit from a private insurance policy that pays a monthly pension after an accident resulting in permanent disability, regardless of the professional context.

Does vehicle assistance also cover repair costs?

Vehicle assistance can also cover the costs of repairing additional equipment installed due to a disability. General repair costs for the vehicle are usually not covered.

Can I receive vehicle assistance if I already receive a reduced earning capacity pension?

As a rule, motor vehicle assistance serves to support participation in working life. If, despite receiving an earnings reduction pension, you are still engaged in a professional activity for which you need a motor vehicle, you may be entitled to support. This is assessed on a case-by-case basis.

How long does it take to process an application for vehicle assistance?

The processing time may vary and depends on the completeness of the documents and the workload of the responsible authority. It is advisable to submit the application several months before the planned vehicle purchase or conversion.

What documents do I need to apply for vehicle assistance?

Typically, you will need medical reports, cost estimates for the vehicle or the conversion, proof of income and the completed application form from the responsible body (e.g. form G0100 and G0140 from the German Pension Insurance).

What happens if my application for vehicle assistance is rejected?

You can lodge an objection against a rejection notice within one month. It is advisable to review the reasons carefully and, where necessary, submit any missing evidence or obtain a fresh medical statement.
