For used cars, there is often the condition that the vehicle still retains at least half its new value. The assumption of costs for disability-related additional equipment is usually independent of income. This includes, for example:
Installation of an automatic transmission.
Adaptation of pedals or steering.
Installation of swivel seats or loading aids for wheelchairs.
Costs for the technical inspection and repair of this additional equipment.
The purchase of a driving licence can also be subsidised, although the amount here again depends on income. With a net monthly income of up to €1,320, the grant can cover the full driving licence costs. It is important to submit all cost estimates in advance and wait for approval. A suitable motor vehicle liability insurance is essential after purchase.
Income limits and calculation of the grant amount
The level of financial support for purchasing a vehicle through the pension insurance's vehicle assistance scheme is graduated and depends on your net income. There are certain income thresholds up to which the full grant of up to EUR 22,000 can be awarded. If your income exceeds these thresholds, the grant is reduced gradually or may be withdrawn altogether. For single people, the threshold for at least partial support is a monthly net income of, for example, EUR 2,470, in which case a grant of EUR 3,520 may still be possible. The exact amounts and income thresholds are adjusted regularly. The calculation is based on the average net income over the previous twelve months. As a rule, this income test does not apply to the cost coverage of disability-related modifications and additional equipment; these are often covered in full. A private pension insurance policy can be a useful addition to statutory protection.
Alternative and supplementary services for mobility
Not always is the vehicle assistance from the pension insurance the only or the right solution. There are alternatives and supplementary forms of support. If reasonable alternatives such as car-sharing or a company shuttle bus are available, a vehicle grant may not be awarded. The providers assess the need for a private vehicle very carefully. In some cases, transport costs can also be covered as an alternative to purchasing a private car. For people with severe disabilities, there are also often discounts of up to thirty per cent when buying a new car directly from the vehicle manufacturers. These discounts are independent of vehicle assistance. Also check any claims against statutory accident insurance if the disability is the result of an accident at work or on the way to or from work. This can also provide mobility benefits. Remember to insure your vehicle comprehensively, for example with a comprehensive insurance policy.
If you own a vehicle that has been modified with the help of the pension insurance scheme’s vehicle assistance, there are special points to note regarding motor insurance. Special modifications such as hand controls or wheelchair lifts increase the vehicle’s value. These special fittings must be reported to the insurer without fail. Only then is it ensured that they are also fully covered in the event of a claim. Many insurers include special fittings free of charge up to a certain value; any value above that must be insured explicitly. When submitting your application, provide evidence of the value of the modifications. There are no special discounts for people with severe disabilities in motor insurance itself, as the vehicle and not the policyholder is insured, but correct declaration of the modifications protects against underinsurance. Make sure that all medical certificates and cost estimates are up to date and complete. Do not underestimate the possibility of also receiving funding for a used car, provided it still has a reasonable value (often at least fifty per cent of the new value). Take advantage of the advisory services offered by rehabilitation providers or social welfare organisations to ensure you are optimally prepared. Also bear in mind that vehicle assistance is a benefit for participation in working life and that occupational necessity is the key consideration. Transferring car insurance to a child is a separate issue and has no direct connection to vehicle assistance.
